ADVERTISING AND PUBLIC RELATIONS COMMITTEE</p>

<p>The Advertising and Public Relations Committeeis an integral part of the HBAL when it comes to the promotion of our members. This committee looks at the membership as a whole and all the counties it encompasses when promoting the HBAL to consumers. The committee encourages members to use the HBAL logo on all business related items, and promotes the association’s members to the local media and appropriate statewide and national outlets. ASSOCIATES ADVISORY COMMITTEE</p>
<p>Chairman: Larry Link</p>
<p>The Associate membership of the HBAL contributes in many vital ways to the Association and the community. By their membership, the HBAL is a much stronger and larger organization than it would be if it were composed only of builders and remodelers. This in turn makes the Association a force to be reckoned with, a loud voice in support of the housing industry. The committee oversees the new Premier Associate Program and is responsible for approving Premier applications and announcing the appointees to the membership. The Associates Advisory Committee, comprised solely of Associate members, represents the interests of each member and, not surprisingly, sponsors the annual "HBAL Golf Outing", the "Associate's Table Top Night." Increased business contacts are an important benefit for Associate members. The monthly general membership meetings, social events, educational programs and committee work provide members with the opportunity to meet in an informal setting and discuss business. The Associates Advisory Committee is constant in its participation and dedication to the spirit and goals of the association.</p>
<p>BUILDING INDUSTRY CHARITABLE FOUNDATION</p>

<p>The conscience of the industry dictates that the association anticipate and act on the needs in the community that go unmet by government or other charities. The Social Responsibility Committee is charged with finding ways of helping needy individuals or worthwhile causes, either through direct participation or direct monetary contribution. This Committee also raises money through an annual Charity Golf Outing. The Committee has donated money and services through the HBAL over the years that have benefited organizations such as: Habitat For Humanity, YouthBuild, the Beacon House, Dream Factory of Louisville, Cabbage Patch Settlement House, ALS (Lou Gehrig’s Disease), and the Home of the Innocents. <p>CODES AND STANDARDS COMMITTEE</p>
<p>Chairman: Perry Lyons</p>
<p>The Codes and Standards Committee meets monthly or bi-monthly with local building officials to discuss building, plumbing, electrical, fire, HVAC, code changes and revisions. Many potential problems from misinterpretation are alleviated before they occur by the hard work of this committee. <p>EDUCATION COMMITTEE</p>
<p>Chairman: Terry Chynoweth</p>
<p>The HBAL continuously strives to increase the level of professionalism within the housing industry. By providing educational seminars and courses conducted by leading professionals in various housing-related industries, members are kept up to date on new technology, improved construction methods and changing demographics.</p>
<p>Through the work of the Education Committee the HBAL Education Department was created. The Education Department offers the members the educational courses and seminars year-round and has an ever-expanding curriculum. The HBAL is fortunate in that it offers courses to its members at an affordable price and a majority of the classes are held at the Home Building Center. Not only can members obtain credits but non-members as well. All of the courses that are approved for Jefferson County Code Enforcement Department Credit are open for non-members as well. The HBAL also offers continuing education courses for real estate agents. Please check the schedule for classes approved by Jefferson County Code Enforcement and the Kentucky Real Estate Commission. <p>LAND DEVELOPMENT COMMITTEE</p>
<p>Chairman: Rocky Pusateri</p>
<p>The Louisville metro area maintains an outstanding national reputation of providing beautifully designed developments at affordable prices, thus directly benefiting the whole community both aesthetically and economically. Safeguarding this reputation is the duty of the Land Development Committee, which meets regularly with government and utility leaders to discuss, evaluate and determine issues that could affect the housing industry's ability to provide the best product at the lowest cost. The committee has assisted in implementing:</p>
<p>1. Water service expansion by the Louisville Water Company.</p>
<p>2. Sediment Erosion Policy developed by the Committee and adopted by the Board of the HBAL.</p>
<p>3. Regular meetings with leaders of the Metropolitan Sewer District.</p>
<p>4. Meetings with Louisville Gas & Electric to set policy on temporary service, and other installation issues.</p>
<p>5. Regular meetings with the staff of the Jefferson County Planning Commission to determine policy regarding the Comprehensive Land Plan.</p>

Builders, agents and lenders can learn more about selling in today's market through the HBAL's Sales and Marketing Council (SMC).</span></div>

Headquartered in Washington, D.C., it has more than 200,000 active members and nearly 800 local affiliate associations. The NAHB represents the entire spectrum of services, contractors and suppliers who have an impact on residential and commercial living. <br />

<strong>State Affiliation:</strong> Every member of HBAL is also a member of the Home Builders Association of Kentucky, located in Frankfort. If you are interested in joining the Home Builders Association of Louisville as an Associate member you can join online or feel free to print the Associate application and mail to the HBAL office. Associate membership does not apply to builders, remodelers or those companies that pull permits.<br />
<br />
The dues of the Associate Member of the HBAL must accompany application & shall be payable annually on the anniversary date of membership being approved by the Board of Directors, at the rate of $330.00. Dues for membership in the National Association of Home Builders and the Home Builders Association of Kentucky are included in the above dues, and shall be paid by this Association from its treasury at the rates fixed and under the terms stated in the by-laws of those Associations (or amendments thereto currently in effect).<br />

Associate member benefits include receiving the Louisville Builder magazine and the HBAL Happenings, a listing in the HBAL Member Directory, and other HBAL benefits. Associate members are also eligible for National Association of Home Builders( NAHB) benefits.<br />

<p align="left"><font size="3">New Applicants for Registered Builder membership who are currently building within the HBAL jurisdiction shall meet the following requirements unless waived by the Register Builder Committee:<br />

B. Have two (2) Registered Builder/Remodeler sponsors who have personal knowledge of the applicant's business integrity and construction activity.<br />
C. Have been in the construction business for a period of five (5) years under own company name.<br />
D. Have controlled and supervised all phases, including the financial and "on-site" responsibilities of a minimum of ten (10) houses.<br />
E. Whose principal income is derived from the building of dwellng units and/or related real estate activities.<br />
F. Submit names of ten (10) previous customers for purposes of reference- eight (8)must respond would recommend to another client.<br />
G. Appear before the Registered Builder Committee for a personal interview.<br />
H. Meet all education requirements- eight (8) hours yearly.<br />
<br />
<font size="3">New Applicants for Registered Builder membership who are transferring with reciprocal agreement from another association to Home Builders Association of Louisville shall meet the following requirements unless waived by the Registered Builder Committee:<br />
</font><br />
A. Applicant must submit standard application with applicant being owner; local principal, chief operating officer or corporate officer being designated on application as builder representative for membership.<br />
B. Meet all education requirements- eight (8) hours yearly.<br />
C. A letter of recommendation must be obtained from applicant's home association and signed by the association's executive officer and the President of the association.<br />
D. Applicant (builder) must have been a member of his/her home association prior to November, 1987 in order fro the eight (8) continuous education requirements to be waived with the exception of the mandatory orientation and codes class requirement.<br />

New Applicants for Registered Builder membership who have completed the Associate Builder/ Remodeler Program shall meet the following requirements unless waived by the Registered Builder Committee:<br />

H. Must have completed Associate Builder/ Remodeler education credits within first three (3) years of being approved as a member.<br />
I. Meet all education requirements- eight (8) hours yearly.<br />

G. Must have submitted City, County, and State Identification numbers (where applicable).<br />

<p>Except for the months of March, June, July, August and September, general membership meetings are typically held on the first Monday of each month. For decades Homearama has brought new homes to the forefront. Continuing its fine tradition, this event allows tens of thousands of shoppers to tour the best that a new home has to offer. If you are a builder, Homearama is the only place that brings you almost every are new home shopper to your doorstep every year. If you are an Associate Member, this is the time to show off your newest and best product and/or service. Booth space is available at the entry to the event. Members are invited to attend the "Preview Party Night" at Homearama, an event that gives them the opportunity to take a look at the homes prior to opening to the public. ANNUAL HBAL GOLF OUTING - September <br />

The Association's annual golf outing is a very popular event among HBAL Members, drawing nearly 210 golfers each year. A golf scramble, hole-in-one, closest-to-the-hole contests, a nail driving contest, and the annual Builder-Associate softball game take place during this fun filled day. Golfers are treated to complimentary beverages and snacks throughout the day and each golfer receives a special gift. Immediately following golf a buffet (lunch/dinner) is served – this too is free to the golfers. There is a fee for the meal for anyone attending that does not golf. ASSOCIATES ADVISORY COMMITTEE</p>

<p>The Associate membership of the HBAL contributes in many vital ways to the Association and the community. By their membership, the HBAL is a much stronger and larger organization than it would be if it were composed only of builders and remodelers. This in turn makes the Association a force to be reckoned with, a loud voice in support of the housing industry. The committee oversees the new Premier Associate Program and is responsible for approving Premier applications and announcing the appointees to the membership. The Associates Advisory Committee, comprised solely of Associate members, represents the interests of each member and, not surprisingly, sponsors the annual "HBAL Golf Outing", the "Associate's Table Top Night." Increased business contacts are an important benefit for Associate members. The monthly general membership meetings, social events, educational programs and committee work provide members with the opportunity to meet in an informal setting and discuss business. The Associates Advisory Committee is constant in its participation and dedication to the spirit and goals of the association.</p>

<p>The conscience of the industry dictates that the association anticipate and act on the needs in the community that go unmet by government or other charities. <p>The HBAL continuously strives to increase the level of professionalism within the housing industry. <p>The Louisville metro area maintains an outstanding national reputation of providing beautifully designed developments at affordable prices, thus directly benefiting the whole community both aesthetically and economically. Safeguarding this reputation is the duty of the Land Development Committee, which meets regularly with government and utility leaders to discuss, evaluate and determine issues that could affect the housing industry's ability to provide the best product at the lowest cost. The committee has assisted in implementing:</p>
<p>1. Water service expansion by the Louisville Water Company.</p>
<p>2. Sediment Erosion Policy developed by the Committee and adopted by the Board of the HBAL.</p>
<p>3. Regular meetings with leaders of the Metropolitan Sewer District.</p>
<p>4. Meetings with Louisville Gas & Electric to set policy on temporary service, and other installation issues.</p>
<p>5. Regular meetings with the staff of the Jefferson County Planning Commission to determine policy regarding the Comprehensive Land Plan.</p>

<div><font size="2">LOUISVILLE, Ky., May 1, 2008 – With spring being the time of year when many people make plans to remodel, the National Association of Home Builders (NAHB) has designated May as National Home Remodeling Month. According to NAHB, Americans spent an estimated $235 billion in home remodeling in 2007, up from $233 billion in 2006. Remodeling is an investment in a home's longevity, usefulness and value. In addition, remodeling can modernize homes, make them more comfortable and improve energy-efficiency and functionality.<br />

<div><font size="2">National Remodeling Month reminds consumers of the value of making home improvements and the need to search out trusted professionals to ensure the experience and end result of a project are positive. Here in Greater Louisville, the Home Builders Association of Louisville (HBAL), offers insight on the local remodeling community and the growing consumer interest in home improvement. HBAL Executive Vice President Chuck Kavanaugh emphasizes that remodeling is a service and not merely a product. "Choosing a remodeler is important, especially when consumers consider that inevitably they’ll be sharing their home with the remodelers’ crews for weeks or even months, depending on the scale of the project," Kavanaugh explained. "A homeowner needs to make that choice carefully. Within our membership, we have a designation entitled, 'Registered Remodelors.' These individuals have met strict requirements to achieve this title. It's not something you can just simply pay your dues and be a part of," he said. According to Kavanaugh, potential Registered Remodelors must have conducted their business for at least five years and completed 10 structural projects in order to apply for the designation. Then, they are reviewed by staff at the association as well as by existing members.<br />

<div><font size="2">The Remodelors Council of HBAL was formed in 1976. Today it includes more than 80 members who are certified Registered Remodelors. According to HBAL Remodelers Council Chair David Rateau, Rateau Construction Co., Inc. local remodelers have seen an increase in business in recent years, with many people choosing to upgrade their current homes and increase the value of their investment. "A lot of times remodeling is a result of a lifestyle change. Either you've had another child or a parent is coming to live with you. In many cases, you've gotten a promotion you've been wanting and like where you live, so you just want to update that bathroom you've been putting up with for the last 10 years," he explained.<br />

<div><font size="2">Rateau said that one of the most popular influences in kitchen remodeling jobs is the fact that what used to be considered a luxury kitchen has now become the norm. "Now, some of those things like granite countertops are just expected. An average new kitchen went up from $25,000 to $50,000," he explained. "In the Louisville market, there are a lot of older homes in good locations, and people don't want to move out of their historic neighborhoods. So, they choose to remodel, and kitchens are one of the first things they do," he said.<br />

<div><font size="2">According to Rateau, the upcoming Tour of Remodeled Homes held each August has become an increasingly popular event. "You get to see some spectacular projects. People look to that event to get ideas and see what new products are on the market. If you're going to spend money remodeling a new home, you want to know what's in vogue. The show just keeps getting more popular each year," Rateau said.<br />

<span style="COLOR: black">Home builders strive to be good neighbors to the people in the communities where they work and live. One of the most important ways that builders demon­strate their concern for the community and its residents is by constructing high quality, well-designed homes. Nothing says "I care" more than an excellent product that enhances the neighborhood and fulfills the unique needs of buyers in the local community. <br />
<br />
</span><span style="COLOR: black">Home builders at hundreds of state and local home builders associations through­out the country also show that they care about their community and its residents through a wide range of projects designed to help provide shelter for those in need. In particular, many associations have provided administrative assistance, skilled labor and materials on projects jointly sponsored with Habitat for Humanity.</span></div>

</span></strong><span style="COLOR: black">Other home builder associations have participated in Rebuilding Together with Christmas in April projects where they did essential repairs and renovations for home owners who could not afford them. Builders have also constructed shelters for battered women and their children, constructed playgrounds and built wheelchair ramps at the homes of those with disabili­ties. Sometimes associations that sponsor a Parade of Homes charge admission fees and then donate the proceeds to charity. And several home builders associations in areas near national parks have begun working to improve the quality of housing for park employees.<br />
<br />
</span><span style="COLOR: black">Yet another way that individual builders show their concern for the area where they live and do business is by participating in local government, serving on planning and zoning boards and working with local government officials to ensure that infrastructure such as schools, roads, sidewalks and water and sewer plants is available to meet the needs of a dynamic, growing community. Many builders also take time out of their busy schedules to visit local schools and explain the home building process to students. And if you look at the member­ship rosters of religious organiza­tions, civic and cultural groups and children's sports clubs you're sure to find home builders on the list.<br />
<br />
</span><span style="COLOR: black">The list of things that builders do to help the community goes on and on, but the common thread running through all of these projects is that builders care. This committee looks at the membership as a whole and all the counties it encompasses when promoting the HBAL to consumers. The committee encourages members to use the HBAL logo on all business related items, and promotes the association’s members to the local media and appropriate statewide and national outlets. ASSOCIATES ADVISORY COMMITTEE</p>

<p>The Associate membership of the HBAL contributes in many vital ways to the Association and the community. By their membership, the HBAL is a much stronger and larger organization than it would be if it were composed only of builders and remodelers. This in turn makes the Association a force to be reckoned with, a loud voice in support of the housing industry. The committee oversees the new Premier Associate Program and is responsible for approving Premier applications and announcing the appointees to the membership. The Associates Advisory Committee, comprised solely of Associate members, represents the interests of each member and, not surprisingly, sponsors the annual "HBAL Golf Outing", the "Associate's Table Top Night." Increased business contacts are an important benefit for Associate members. The monthly general membership meetings, social events, educational programs and committee work provide members with the opportunity to meet in an informal setting and discuss business. The Associates Advisory Committee is constant in its participation and dedication to the spirit and goals of the association.</p>
<p>BUILDING INDUSTRY CHARITABLE FOUNDATION</p>

<p>The conscience of the industry dictates that the association anticipate and act on the needs in the community that go unmet by government or other charities. The Social Responsibility Committee is charged with finding ways of helping needy individuals or worthwhile causes, either through direct participation or direct monetary contribution. This Committee also raises money through an annual Charity Golf Outing. The Committee has donated money and services through the HBAL over the years that have benefited organizations such as: Habitat For Humanity, YouthBuild, the Beacon House, Dream Factory of Louisville, Cabbage Patch Settlement House, ALS (Lou Gehrig’s Disease), and the Home of the Innocents. <p>The Codes and Standards Committee meets monthly or bi-monthly with local building officials to discuss building, plumbing, electrical, fire, HVAC, code changes and revisions. <p>The HBAL continuously strives to increase the level of professionalism within the housing industry. By providing educational seminars and courses conducted by leading professionals in various housing-related industries, members are kept up to date on new technology, improved construction methods and changing demographics.</p>
<p>Through the work of the Education Committee the HBAL Education Department was created. The Education Department offers the members the educational courses and seminars year-round and has an ever-expanding curriculum. <p>The Louisville metro area maintains an outstanding national reputation of providing beautifully designed developments at affordable prices, thus directly benefiting the whole community both aesthetically and economically. Safeguarding this reputation is the duty of the Land Development Committee, which meets regularly with government and utility leaders to discuss, evaluate and determine issues that could affect the housing industry's ability to provide the best product at the lowest cost. The committee has assisted in implementing:</p>
<p>1. Water service expansion by the Louisville Water Company.</p>
<p>2. Sediment Erosion Policy developed by the Committee and adopted by the Board of the HBAL.</p>
<p>3. Regular meetings with leaders of the Metropolitan Sewer District.</p>
<p>4. Meetings with Louisville Gas & Electric to set policy on temporary service, and other installation issues.</p>
<p>5. Regular meetings with the staff of the Jefferson County Planning Commission to determine policy regarding the Comprehensive Land Plan.</p>

<p>History of the HBAL</p>
<p>Soon after that meeting in 1946, they formally applied to National Association of Home Builders (NAHB) for charter. That charter was granted in the fall of 1946 under the name "Associated Home Builders of Louisville". The original charter application contained the names of eighteen members. </p>
<p>From that first meeting over 50 years ago, the organization has grown to be one of the fourth largest home builders' associations in the United States. The group, which changed its name to Home Builders Association of Louisville in 1962, includes more the 2,700 member companies, corporations and individuals involved in the greater housing industry. Its membership encompasses residential and light commercial construction, remodeling and home improvement in the Jefferson, Oldham, Bullitt, Shelby, Trimble, Henry and Spencer county areas. </p>
<p>Savings and loan institutions, mortgage and commercial banks, subcontractors, suppliers, manufacturers, development firms, real estate brokers and agents, engineers, architectural firms and other companies and individuals with industry related businesses comprise the associate membership of the HBAL. </p>
<p>As a professional trade association, the HBAL is dedicated to the principle that the American dream of homeownership is central to the community's spirit and well-being and that the ability to realize that dream must be preserved for all generations. To that end, the Association concerns itself with single family home construction, land development, and condominium and multi-family construction, remodeling and rehabilitation of existing property, sales and marketing of new homes, community projects, governmental affairs and related building and housing activities. </p>
<p>The Association also serves the public as a referral agency on behalf of the industry. The Association complies and publishes data on building permit activity, publishes several periodicals detailing how to choose a reputable builder or remodeler and on a daily basis, the association's staff directly advises the public about membership status of companies or individuals. The HBAL also makes use of all media resources to convey their message, including radio, television, newspaper and magazine advertising to encourage the home buying public to do business with a member. </p>
<p>The Association is much more than a beautiful building, a talented staff, or a dedicated membership. It is an integral part of the community it serves. In its continuing effort to promote its principals and ideals, the Association is involved in many programs, activities and services that benefit not only its own members, but the citizens of the entire Louisville metro area. </p>

The classes are taught by builders, remodelers and industry professionals who have a commitment to equipping remodelers with the tools they need to provide a quality product for their customers and as a result a better business. </p>
<p>A second advantage of choosing a Registered Remodelor is access to an established conciliation process. Should you have a complaint that you cannot resolve with your remodeler, the Home Builders Association of Louisville will provide two of its Registered Builder Committee members to act as conciliators. They will meet with you and the remodeler at your home and attempt to help the two of you to reach a mutually agreeable resolution of the problem. If the conciliators are unsuccessful, either the homeowner or the remodeler may elect at their expense, to arbitrate their dispute with an independent arbitration service mutually acceptable to them. This two-tiered process provides consumers with the opportunity to resolve the problem without the added expense of attorneys and legal fees where the issue often becomes clouded by legal jargon. </p>

One of the most important ways that builders demon­strate their concern for the community and its residents is by constructing high quality, well-designed homes. Nothing says "I care" more than an excellent product that enhances the neighborhood and fulfills the unique needs of buyers in the local community. <br />

</span><span style="COLOR: black">Home builders at hundreds of state and local home builders associations through­out the country also show that they care about their community and its residents through a wide range of projects designed to help provide shelter for those in need. In particular, many associations have provided administrative assistance, skilled labor and materials on projects jointly sponsored with Habitat for Humanity.</span></div>

</span></strong><span style="COLOR: black">Other home builder associations have participated in Rebuilding Together with Christmas in April projects where they did essential repairs and renovations for home owners who could not afford them. Builders have also constructed shelters for battered women and their children, constructed playgrounds and built wheelchair ramps at the homes of those with disabili­ties. Sometimes associations that sponsor a Parade of Homes charge admission fees and then donate the proceeds to charity. And several home builders associations in areas near national parks have begun working to improve the quality of housing for park employees.<br />

</span><span style="COLOR: black">Yet another way that individual builders show their concern for the area where they live and do business is by participating in local government, serving on planning and zoning boards and working with local government officials to ensure that infrastructure such as schools, roads, sidewalks and water and sewer plants is available to meet the needs of a dynamic, growing community. Many builders also take time out of their busy schedules to visit local schools and explain the home building process to students. And if you look at the member­ship rosters of religious organiza­tions, civic and cultural groups and children's sports clubs you're sure to find home builders on the list.<br />

The Education Department offers the members the educational courses and seminars year-round and has an ever-expanding curriculum. The HBAL is fortunate in that it offers courses for its members at an affordable price and a majority of the classes are held at the Home Building Center.</p>

All of the courses that are approved for the Louisville Metro Inspections, Permits & Licensing Department Credit are open for non-members as well.
