Let me say this right upfront. As a long-term investment, homeownership is STILL one of the best investments for individual households.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">“Why” you may ask? After all, the headlines say the housing market is down and out, with defaults rising at an alarming rate, and mortgage markets so frozen that buyers can’t get a home loan at any price.</div>
<div style="margin: 0in 0in 0pt; line-height: 150%;"> </div>
<div style="margin: 0in 0in 0pt; line-height: 150%;">What buyers need to realize is that housing markets, like all markets, inevitably have their ups and downs. And homeownership has a track record that is virtually unmatched by any other purchase in terms of its real benefits.</div>
<div style="margin: 0in 0in 0pt; line-height: 150%;"> </div>
<div style="margin: 0in 0in 0pt; line-height: 150%;">Despite the turmoil in mortgage lending, if you have good credit, a job and steady income, you will find there is still plenty of mortgage credit to be had at good rates. For well qualified buyers, rates are running at about six-and-a-half percent, which is a very good range on a historic basis.</div>
<div style="margin: 0in 0in 0pt; line-height: 150%;"> </div>
<div style="margin: 0in 0in 0pt; line-height: 150%;">Another thing to keep in mind is that there are a lot of homes for sale, more than there have been in a very long time. That means you have a great selection from which to choose and should have no problem finding exactly what you’re looking for — and, you’re in very good position to negotiate a good deal.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">Once again, it’s important to understand that the long-term fundamentals for housing remain positive. Look at anticipated population and household growth; consider the increasing scarcity of available land in metro markets where jobs are located and where people want to live. Over time, these factors will help drive up the value of housing.</div>
<div style="margin: 0in 0in 0pt; line-height: 150%;"> </div>
<div style="margin: 0in 0in 0pt; line-height: 150%;">One more thing to consider: To make the argument that prices will keep going down, you have to believe that the cost of building a home is going to go down. That won’t happen. Land, material and labor costs will only keep getting higher. So the price of new homes will increase overall, and the price of existing homes, due to market competitiveness, will go up as well.</div>
<div style="margin: 0in 0in 0pt; line-height: 150%;"> </div>
<div style="margin: 0in 0in 0pt; line-height: 150%;">A home should first and foremost be a place in which to live and raise your family. Too many people in the recent past got carried away with the idea of making a quick buck by purchasing a home or condo and then reselling it right away at a profit. Those days are long gone.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">The bottom line is this: if you are looking for a place to live and for a solid <em>long-term</em> investment, now is a good time to buy a home.</div>

</strong>You may think your house is perfect just the way it is, but a prospective buyer may not see it that way. To give your home "curb appeal" and make it more attractive to buyers, there are some tasks you should see to before you place that "For Sale" sign in your front yard.<br />
<br />
Many of these suggestions are simple, common-sense items; others will require some time and investment. But you'll reap the rewards when a buyer walks into your house and exclaims, "This is the home I've been waiting for!"<br />
<br />

1. If your home needs to be painted, this is the time to do it. The interior paint job should be fresh and clean and in a single, neutral color throughout. This is not the time to experiment with lilac walls in the bedroom. The same goes for the exterior. Don't forget shutters and windows. If your home has vinyl or aluminum siding, be sure it's clean. Moldy, dirty siding will tell a buyer that your home has not been taken care of properly.</div>
<div style="margin: 0in 0in 0pt; line-height: 150%;"> </div>
<div style="margin: 0in 0in 0pt 0.25in; text-indent: -0.25in; line-height: 150%;">2. The green shag carpeting still gracing your floors should be replaced. Old, matted carpeting will be a detriment to your home selling. Real estate agents all have a dozen stories of a home that sat and sat on the market until the old carpeting was replaced. Then, it sold immediately. If you have hardwood floors under old carpet, tear up the carpet to expose them; today's buyers love hardwood floors.</div>
<div style="margin: 0in 0in 0pt; line-height: 150%;"> </div>
<div style="margin: 0in 0in 0pt 0.25in; text-indent: -0.25in; line-height: 150%;">3. Make a list of all those little repairs you've let go. Then fix each one. The hole in the screen, the loose doorknob, the doorbell that doesn't work and the leaky faucet must all be repaired before buyers start looking at your home.</div>

If your home's appliances, like the dishwasher, oven, refrigerator and washer and dryer, are old and outdated, it could pay to replace them. Buyers do not want to be faced with the possibility of having to replace appliances upon moving in to a new house. Shiny, new appliances already in place will be a big selling point.</div>

<div style="margin: 0in 0in 0pt 0.25in; text-indent: -0.25in; line-height: 150%;">5. Clear your house of clutter and debris. Get rid of piles of old newspapers and magazines, the old clothes that don't fit, the closet full of small appliances that don't work, dust-filled collections of knickknacks, etc. Clean, open spaces make your home look bigger to prospective buyers.</div>

<div style="margin: 0in 0in 0pt 0.25in; text-indent: -0.25in; line-height: 150%;">6. Clean out closets so that they appear more spacious. Closets are an important feature to today's buyers so you want yours to look as roomy as possible. If they're still too cluttered after cleaning them out, remove items you don't need now and put them in storage.</div>

<div style="margin: 0in 0in 0pt 0.25in; text-indent: -0.25in; line-height: 150%;">7. Minimize the amount of personal items and mementos in your home. Prospective buyers want to imagine themselves living in the home. Dozens of family pictures and your grandchild's finger paintings cluttered on the refrigerator will make them feel that they're invading your home, rather than inspecting their future home.</div>

<div style="margin: 0in 0in 0pt 0.25in; text-indent: -0.25in; line-height: 150%;">8. Clean your house top to bottom including walls, floors, furniture and tabletops. Everything should be sparkling clean when a buyer makes that all-important first visit. Don't leave dirty dishes in the sink, crumbs on the counter or laundry stacked in the bedroom.</div>

<div style="margin: 0in 0in 0pt 0.25in; text-indent: -0.25in; line-height: 150%;">9. Take a long, hard look at your home from the street. Does it have curb appeal? Is it warm, inviting and well-kept? Make sure by mowing the lawn, weeding garden areas, trimming unruly bushes, resealing the driveway and sweeping the porch.</div>

Polish the doorknob and knocker and clean the glass and screen door. This year, the National Women’s History Project, a nonprofit organization that recognizes and celebrates the diverse and historic accomplishments of women,focused around a theme that seemed uncannily apropos—Women: Builders of Communities and Dreams. In fact, 47 percent of privately-held U.S. firms are women-owned, with the greatest growth occurring in construction. And since 1997, women-owned businesses in the building industry have grown by 30 percent.<br />
<br />
According to a 2004 Harvard Joint Center for Housing Studies report, "women play a larger role in housing markets today than ever before." The stereotypical male-dominated industry image is changing, with women working in all areas of housing including building, developing, remodeling, sales and marketing, financial services and others. With women’s leadership and perspective increasing in so many aspects of housing, and their overwhelming purchasing power—women purchasers of consumer products represent at least 80 percent of all buyers,­­ according to one study—women homeowners are being courted in new and innovative ways.<br />
<br />
“Women are the driving force behind home buying, both historically and today,” said Roberta Colmer, vice president of Colmer Construction in Calabasas, Calif. “The more astute builders have been recognizing women’s influence on home purchasing for years. We are the nesters and our homes are the center of our family life, even if we work full-time outside the home. Builders are realizing that and focusing more and more on women’s interests in the home.”<br />
<br />
Colmer Construction is a family business, run by Roberta and her husband Wayne, and Roberta said she has been reviewing plans from day one. “Women have a different perspective. The first things guys look at in a house is where the big screen TV is going or where the work room is. Women want security, lots of storage and proximity to great schools.”<br />
<br />
Colmer said built-in security systems are in huge demand by women homeowners. She’s seen a recent increase in pre-retiree homeowners, women in their early to late 50’s whose husbands have five to eight years of working left. Typically, the women work at home, work part time or have already retired and are living in their second home, the home they plan to one day retire in. Their partner continues to commute and lives at the home two to four days a week. It’s an interesting trend and one that contributes to the increase in security system demand. <br />
<br />
Another interest of women homeowners is better lighting in the master bath. Skylights, extra vanity lighting and overhead lighting help women apply makeup in more natural, well-lit environments. Other desired features include designer kitchens, bright colors, high quality finishes and more counter space. <br />
<br />
One growing population of women that is having enormous impact on home buying is single women. According to the National Association of Realtors, single women—a group that includes divorcees, single moms, widows and never-married women—have become the second largest segment of home buyers in the country, exceeded only by married couples. Colmer said that in a recent development of 30 homes that her company built, half of the homes purchased were by single women, the other half by couples. No single men purchased homes. According to Fannie Mae, by 2010 some 31 million single women will own homes, an astounding 28 percent of all U.S. households. <br />
<br />
Single women tend to prefer smaller homes than married couples and enjoy the amenities available in urban locations. They value quality, and are very conscientious of design trends. There are differences in the single women market, of course. Older women prefer upscale, expensive appliances. They generally have money to spend and want top-of-the-line materials. Women in their 30s and 40s view housing more as an investment and typically look for homes that have great resale value. Single moms look for space for their money, with lots of storage and family areas. In any market segment, women are continuing to drive home trends and purchasing in new directions. <br />

You’ve probably already started planning—or at least dreaming—of your well-earned retirement. Chances are you have been making contributions to your 401(k) at your job, invested or put money aside. But have you given any thought to where you will live when you retire?<br />

Will your home of the past 20, 30 or 40 years meet your needs and desires as you age, or will you eventually have to move to a new home? Whether you stay put or opt to move, how will you maintain that home as you age?<br />
<br />
You may have considered relocating to another state or perhaps moving into one of those hip, new active adult communities in Florida or Arizona you’ve heard so much about. It’s a big decision to make—and there are no easy answers.</div>
<div style="margin: 0in 0in 0pt; line-height: 200%;">However, help, resources and information on seniors housing is available to you, so there’s no reason to panic. The National Association of Home Builders (NAHB) recently asked its builder members who build for the 50+ market what kind of homes and communities they are building and what features and amenities they think today’s mature home buyers want. The 2003 Builder Survey, prepared by NAHB’s Economics Group and sponsored by Countrywide® Home Loans’ National Builder Division, takes a closer look at the age-restricted, age-targeted and independent living communities favored by many retirees. You’ll be pleased by the findings.<br />
<br />
Baby boomers and seniors have more leisure time in their golden years than when they were younger, but they don’t plan to spend that time doing home maintenance. Builders who cater to seniors have responded in turn. More than three-quarters of the survey respondents listed the desire for a maintenance-free lifestyle as the primary reason why their customers relocate. The majority of builders are including yard or grounds service and exterior home maintenance as tasks more seniors are looking to avoid as well. This means you’ll be able to squeeze in 18 holes of golf or meet friends for lunch, rather than mow the lawn, fix that leaky roof or slap on a coat of exterior paint.<br />
<br />
Like many people, you don’t want to admit you are getting older and that you may, at some point, have some difficulty getting around the house. Your eyesight may change, you may develop arthritis or you may no longer want to climb stairs. The good news is that your new home likely will be able to accommodate you as your mobility decreases. According to the survey, today’s builders are including lever door handles, wider hallways and doorways, full baths and master bedrooms on the first floor, grab bars in the bathroom and other features that will make your life easier. The best part is that most of these features are incorporated subtly into the home. <br />
<br />
You also may be concerned about security as you search for a retirement home. Most of the builders in NAHB’s survey noted that they are including strategically placed streetlights, home security systems and controlled community entrances and exits in their communities. In addition, builders acknowledge that convenience is important to you, so they are building communities closer to shopping centers, churches, doctor’s offices and hospitals. Builders also know seniors are very active and want to be physically fit and, as a result, are building recreation and community centers, clubhouses, walking and jogging trails and fitness centers within their communities. Additionally, home builders realize that boomers and seniors are more tech-savvy than their parents, and you’ll typically find high-speed Internet capability and structured wiring for electronic gadgetry in new homes.<br />

While new home features that promote a maintenance-free lifestyle with more tailored amenities are the growing trend, it still doesn’t answer the question about where to live. What if you don’t want to move to the traditional retirement havens like Florida or Arizona and prefer to stay closer to your hometown and your circle of friends? And, most importantly, what about the grandkids?<br />
<br />
Builders in the survey recognize that most seniors want to be near their children and grandchildren, so they are building homes and communities near them. More than half of the lifestyle or retirement communities being built are in close-in suburbs, while a large number are in outer suburbs. However, builders are developing communities in both cities and rural areas, too. What this means is you have plenty of choices—and that’s great news for boomers and seniors searching for their dream homes.<br />

<p>The Advertising and Public Relations Committeeis an integral part of the HBAL when it comes to the promotion of our members. This committee looks at the membership as a whole and all the counties it encompasses when promoting the HBAL to consumers. The committee encourages members to use the HBAL logo on all business related items, and promotes the association’s members to the local media and appropriate statewide and national outlets. ASSOCIATES ADVISORY COMMITTEE</p>

<p>The Associate membership of the HBAL contributes in many vital ways to the Association and the community. By their membership, the HBAL is a much stronger and larger organization than it would be if it were composed only of builders and remodelers. This in turn makes the Association a force to be reckoned with, a loud voice in support of the housing industry. The committee oversees the new Premier Associate Program and is responsible for approving Premier applications and announcing the appointees to the membership. The Associates Advisory Committee, comprised solely of Associate members, represents the interests of each member and, not surprisingly, sponsors the annual "HBAL Golf Outing", the "Associate's Table Top Night." Increased business contacts are an important benefit for Associate members. The monthly general membership meetings, social events, educational programs and committee work provide members with the opportunity to meet in an informal setting and discuss business. The Associates Advisory Committee is constant in its participation and dedication to the spirit and goals of the association.</p>
<p>BUILDING INDUSTRY CHARITABLE FOUNDATION</p>

<p>The conscience of the industry dictates that the association anticipate and act on the needs in the community that go unmet by government or other charities. The Social Responsibility Committee is charged with finding ways of helping needy individuals or worthwhile causes, either through direct participation or direct monetary contribution. This Committee also raises money through an annual Charity Golf Outing. The Committee has donated money and services through the HBAL over the years that have benefited organizations such as: Habitat For Humanity, YouthBuild, the Beacon House, Dream Factory of Louisville, Cabbage Patch Settlement House, ALS (Lou Gehrig’s Disease), and the Home of the Innocents. <p>CODES AND STANDARDS COMMITTEE</p>

<p>The Codes and Standards Committee meets monthly or bi-monthly with local building officials to discuss building, plumbing, electrical, fire, HVAC, code changes and revisions. Many potential problems from misinterpretation are alleviated before they occur by the hard work of this committee. <p>EDUCATION COMMITTEE</p>

<p>The HBAL continuously strives to increase the level of professionalism within the housing industry. By providing educational seminars and courses conducted by leading professionals in various housing-related industries, members are kept up to date on new technology, improved construction methods and changing demographics.</p>
<p>Through the work of the Education Committee the HBAL Education Department was created. The Education Department offers the members the educational courses and seminars year-round and has an ever-expanding curriculum. The HBAL is fortunate in that it offers courses to its members at an affordable price and a majority of the classes are held at the Home Building Center. Not only can members obtain credits but non-members as well. All of the courses that are approved for Jefferson County Code Enforcement Department Credit are open for non-members as well. The HBAL also offers continuing education courses for real estate agents. Please check the schedule for classes approved by Jefferson County Code Enforcement and the Kentucky Real Estate Commission. <p>LAND DEVELOPMENT COMMITTEE</p>

<p>The Louisville metro area maintains an outstanding national reputation of providing beautifully designed developments at affordable prices, thus directly benefiting the whole community both aesthetically and economically. Safeguarding this reputation is the duty of the Land Development Committee, which meets regularly with government and utility leaders to discuss, evaluate and determine issues that could affect the housing industry's ability to provide the best product at the lowest cost. The committee has assisted in implementing:</p>
<p>1. Water service expansion by the Louisville Water Company.</p>
<p>2. Sediment Erosion Policy developed by the Committee and adopted by the Board of the HBAL.</p>
<p>3. Regular meetings with leaders of the Metropolitan Sewer District.</p>
<p>4. Meetings with Louisville Gas & Electric to set policy on temporary service, and other installation issues.</p>
<p>5. Regular meetings with the staff of the Jefferson County Planning Commission to determine policy regarding the Comprehensive Land Plan.</p>

If you are interested in joining the Home Builders Association of Louisville as an Associate member you can join online or feel free to print the Associate application and mail to the HBAL office. Associate membership does not apply to builders, remodelers or those companies that pull permits.<br />

The dues of the Associate Member of the HBAL must accompany application & shall be payable annually on the anniversary date of membership being approved by the Board of Directors, at the rate of $330.00. Dues for membership in the National Association of Home Builders and the Home Builders Association of Kentucky are included in the above dues, and shall be paid by this Association from its treasury at the rates fixed and under the terms stated in the by-laws of those Associations (or amendments thereto currently in effect).<br />

<p align="left"><font size="3">New Applicants for Registered Builder membership who are currently building within the HBAL jurisdiction shall meet the following requirements unless waived by the Register Builder Committee:<br />

</font><font size="3"><font size="2">A. Have an acceptable credit report.<br />
B. Have two (2) Registered Builder/Remodeler sponsors who have personal knowledge of the applicant's business integrity and construction activity.<br />
C. Have been in the construction business for a period of five (5) years under own company name.<br />
D. Have controlled and supervised all phases, including the financial and "on-site" responsibilities of a minimum of ten (10) houses.<br />
E. Whose principal income is derived from the building of dwellng units and/or related real estate activities.<br />
F. Submit names of ten (10) previous customers for purposes of reference- eight (8)must respond would recommend to another client.<br />
G. Appear before the Registered Builder Committee for a personal interview.<br />
H. Meet all education requirements- eight (8) hours yearly.<br />

<font size="3">New Applicants for Registered Builder membership who are transferring with reciprocal agreement from another association to Home Builders Association of Louisville shall meet the following requirements unless waived by the Registered Builder Committee:<br />

A. Applicant must submit standard application with applicant being owner; local principal, chief operating officer or corporate officer being designated on application as builder representative for membership.<br />
B. Meet all education requirements- eight (8) hours yearly.<br />
C. A letter of recommendation must be obtained from applicant's home association and signed by the association's executive officer and the President of the association.<br />
D. Applicant (builder) must have been a member of his/her home association prior to November, 1987 in order fro the eight (8) continuous education requirements to be waived with the exception of the mandatory orientation and codes class requirement.<br />
E. Have an acceptable credit report.<br />
F. Have two (2) Registered Builder/Remodeler sponsors who have personal knowledge of the applicant's business integrity and construction activity.<br />
G. Have been in the construction business for a period of five (5) years under own company name.<br />

<font size="3">In order to qualify for the Registered Remodelor Program, one must be able to answer yes to ALL of the following items:</font><br />

A. Have acceptable credit report.<br />
B. Have operated under their own business name for a minimum period of five (5) years.<br />
C. Have Certificates of Insurance for Workers' Compensation and Liability.<br />
D. Have controlled and supervised all phases, including the financial and "on-site" responsibilities of a minimum of ten (10) residential structural remodeling projects that were permitted. The ten (10) projects for the Home Improvement Specialist do not have to be structural or permitted.<br />
E. Agree to satisfy the educational requirements- eight (8) hours yearly.<br />
F. Whose principal income is derived from the specified activity.<br />
G. Must have submitted City, County, and State Identification numbers (where applicable).<br />

<font size="3">Applicants for Registered Remodeler membership must appear before the Registered Builder Committee for a personal interview. Applicants for Home Improvement Specialist membership must meet with members of the Remodeler Council Executive Committee.<br />

Two HBAL Builder/Remodeler member sponsors must sign for the applicant if applying for the Registered Remodeler membership. These two sponsors must have m et with applicant and reviewed units/projects completed by the applicant . Two HBAL member sponsors must sign for the applicant of the Home Improvement Specialist membershiop- one of which must be a Registered Remodeler who has met with the applicant and reviewed units/projects compeleted by the applicant.</font><br />

<p>MONTHLY GENERAL MEMBERSHIP MEETINGS</p>
<p>Except for the months of March, June, July, August and September, general membership meetings are typically held on the first Monday of each month. These meetings give members the opportunity to socialize, make new business contacts, enjoy an excellent dinner and hear speaker presentations on a wide variety of subjects.</p>
<p>The meetings vary in their style. Sometimes it is a dinner or lunch meeting and others may just be a "cocktail party." Each meeting offers member companies the ability to sponsor a table. <p>SALES & MARKETING COUNCIL’S DEVELOPER’S FAIR – March</p>
<p>Each year, the SMC presents a Developer’s Fair, in which developers present information on location, lot sizes, prices, and amenities (such as a club house) for new and existing developments in the area. HOMEARAMA – July <br />

For decades Homearama has brought new homes to the forefront. Continuing its fine tradition, this event allows tens of thousands of shoppers to tour the best that a new home has to offer. New home shopping, decorating, furniture, home products and ideas all are found at Homearama each year. If you are a builder, Homearama is the only place that brings you almost every are new home shopper to your doorstep every year. If you are an Associate Member, this is the time to show off your newest and best product and/or service. Booth space is available at the entry to the event. Members are invited to attend the "Preview Party Night" at Homearama, an event that gives them the opportunity to take a look at the homes prior to opening to the public. ANNUAL HBAL GOLF OUTING - September <br />
<br />
The Association's annual golf outing is a very popular event among HBAL Members, drawing nearly 210 golfers each year. A golf scramble, hole-in-one, closest-to-the-hole contests, a nail driving contest, and the annual Builder-Associate softball game take place during this fun filled day. Golfers are treated to complimentary beverages and snacks throughout the day and each golfer receives a special gift. Immediately following golf a buffet (lunch/dinner) is served – this too is free to the golfers. There is a fee for the meal for anyone attending that does not golf. <p>Another black-tie event is the lavish and entertaining Remodelers Council Awards Banquet, held in October or November. ASSOCIATES ADVISORY COMMITTEE</p>

<p>The Associate membership of the HBAL contributes in many vital ways to the Association and the community. By their membership, the HBAL is a much stronger and larger organization than it would be if it were composed only of builders and remodelers. This in turn makes the Association a force to be reckoned with, a loud voice in support of the housing industry. The committee oversees the new Premier Associate Program and is responsible for approving Premier applications and announcing the appointees to the membership. The Associates Advisory Committee, comprised solely of Associate members, represents the interests of each member and, not surprisingly, sponsors the annual "HBAL Golf Outing", the "Associate's Table Top Night." Increased business contacts are an important benefit for Associate members. The monthly general membership meetings, social events, educational programs and committee work provide members with the opportunity to meet in an informal setting and discuss business. The Associates Advisory Committee is constant in its participation and dedication to the spirit and goals of the association.</p>
<p>BUILDING INDUSTRY CHARITABLE FOUNDATION</p>

<p>The conscience of the industry dictates that the association anticipate and act on the needs in the community that go unmet by government or other charities. The Social Responsibility Committee is charged with finding ways of helping needy individuals or worthwhile causes, either through direct participation or direct monetary contribution. This Committee also raises money through an annual Charity Golf Outing. The Committee has donated money and services through the HBAL over the years that have benefited organizations such as: Habitat For Humanity, YouthBuild, the Beacon House, Dream Factory of Louisville, Cabbage Patch Settlement House, ALS (Lou Gehrig’s Disease), and the Home of the Innocents. <p>The Codes and Standards Committee meets monthly or bi-monthly with local building officials to discuss building, plumbing, electrical, fire, HVAC, code changes and revisions. Many potential problems from misinterpretation are alleviated before they occur by the hard work of this committee. <p>The HBAL continuously strives to increase the level of professionalism within the housing industry. By providing educational seminars and courses conducted by leading professionals in various housing-related industries, members are kept up to date on new technology, improved construction methods and changing demographics.</p>
<p>Through the work of the Education Committee the HBAL Education Department was created. The Education Department offers the members the educational courses and seminars year-round and has an ever-expanding curriculum. <p>LAND DEVELOPMENT COMMITTEE</p>

<p>The Louisville metro area maintains an outstanding national reputation of providing beautifully designed developments at affordable prices, thus directly benefiting the whole community both aesthetically and economically. Safeguarding this reputation is the duty of the Land Development Committee, which meets regularly with government and utility leaders to discuss, evaluate and determine issues that could affect the housing industry's ability to provide the best product at the lowest cost. The committee has assisted in implementing:</p>
<p>1. Water service expansion by the Louisville Water Company.</p>
<p>2. Sediment Erosion Policy developed by the Committee and adopted by the Board of the HBAL.</p>
<p>3. Regular meetings with leaders of the Metropolitan Sewer District.</p>
<p>4. Meetings with Louisville Gas & Electric to set policy on temporary service, and other installation issues.</p>
<p>5. Regular meetings with the staff of the Jefferson County Planning Commission to determine policy regarding the Comprehensive Land Plan.</p>

<div><font size="2">LOUISVILLE, Ky., May 1, 2008 – With spring being the time of year when many people make plans to remodel, the National Association of Home Builders (NAHB) has designated May as National Home Remodeling Month. According to NAHB, Americans spent an estimated $235 billion in home remodeling in 2007, up from $233 billion in 2006. Remodeling is an investment in a home's longevity, usefulness and value. In addition, remodeling can modernize homes, make them more comfortable and improve energy-efficiency and functionality.<br />

<div><font size="2">National Remodeling Month reminds consumers of the value of making home improvements and the need to search out trusted professionals to ensure the experience and end result of a project are positive. Here in Greater Louisville, the Home Builders Association of Louisville (HBAL), offers insight on the local remodeling community and the growing consumer interest in home improvement. HBAL Executive Vice President Chuck Kavanaugh emphasizes that remodeling is a service and not merely a product. "Choosing a remodeler is important, especially when consumers consider that inevitably they’ll be sharing their home with the remodelers’ crews for weeks or even months, depending on the scale of the project," Kavanaugh explained. "A homeowner needs to make that choice carefully. Within our membership, we have a designation entitled, 'Registered Remodelors.' These individuals have met strict requirements to achieve this title. It's not something you can just simply pay your dues and be a part of," he said. According to Kavanaugh, potential Registered Remodelors must have conducted their business for at least five years and completed 10 structural projects in order to apply for the designation. Then, they are reviewed by staff at the association as well as by existing members.<br />

<div><font size="2">The Remodelors Council of HBAL was formed in 1976. Today it includes more than 80 members who are certified Registered Remodelors. According to HBAL Remodelers Council Chair David Rateau, Rateau Construction Co., Inc. local remodelers have seen an increase in business in recent years, with many people choosing to upgrade their current homes and increase the value of their investment. "A lot of times remodeling is a result of a lifestyle change. Either you've had another child or a parent is coming to live with you. In many cases, you've gotten a promotion you've been wanting and like where you live, so you just want to update that bathroom you've been putting up with for the last 10 years," he explained.<br />

<div><font size="2">Rateau said that one of the most popular influences in kitchen remodeling jobs is the fact that what used to be considered a luxury kitchen has now become the norm. "Now, some of those things like granite countertops are just expected. An average new kitchen went up from $25,000 to $50,000," he explained. "In the Louisville market, there are a lot of older homes in good locations, and people don't want to move out of their historic neighborhoods. So, they choose to remodel, and kitchens are one of the first things they do," he said.<br />

<span style="COLOR: black">Home builders strive to be good neighbors to the people in the communities where they work and live. One of the most important ways that builders demon­strate their concern for the community and its residents is by constructing high quality, well-designed homes. Nothing says "I care" more than an excellent product that enhances the neighborhood and fulfills the unique needs of buyers in the local community. <br />
<br />
</span><span style="COLOR: black">Home builders at hundreds of state and local home builders associations through­out the country also show that they care about their community and its residents through a wide range of projects designed to help provide shelter for those in need. In particular, many associations have provided administrative assistance, skilled labor and materials on projects jointly sponsored with Habitat for Humanity.</span></div>

</span></strong><span style="COLOR: black">Other home builder associations have participated in Rebuilding Together with Christmas in April projects where they did essential repairs and renovations for home owners who could not afford them. Builders have also constructed shelters for battered women and their children, constructed playgrounds and built wheelchair ramps at the homes of those with disabili­ties. Sometimes associations that sponsor a Parade of Homes charge admission fees and then donate the proceeds to charity. And several home builders associations in areas near national parks have begun working to improve the quality of housing for park employees.<br />

</span><span style="COLOR: black">Yet another way that individual builders show their concern for the area where they live and do business is by participating in local government, serving on planning and zoning boards and working with local government officials to ensure that infrastructure such as schools, roads, sidewalks and water and sewer plants is available to meet the needs of a dynamic, growing community. Many builders also take time out of their busy schedules to visit local schools and explain the home building process to students. And if you look at the member­ship rosters of religious organiza­tions, civic and cultural groups and children's sports clubs you're sure to find home builders on the list.<br />
<br />
</span><span style="COLOR: black">The list of things that builders do to help the community goes on and on, but the common thread running through all of these projects is that builders care. <p>The Advertising and Public Relations Committeeis an integral part of the HBAL when it comes to the promotion of our members. This committee looks at the membership as a whole and all the counties it encompasses when promoting the HBAL to consumers. The committee encourages members to use the HBAL logo on all business related items, and promotes the association’s members to the local media and appropriate statewide and national outlets. ASSOCIATES ADVISORY COMMITTEE</p>
<p>Chairman: Larry Link</p>
<p>The Associate membership of the HBAL contributes in many vital ways to the Association and the community. By their membership, the HBAL is a much stronger and larger organization than it would be if it were composed only of builders and remodelers. This in turn makes the Association a force to be reckoned with, a loud voice in support of the housing industry. The committee oversees the new Premier Associate Program and is responsible for approving Premier applications and announcing the appointees to the membership. The Associates Advisory Committee, comprised solely of Associate members, represents the interests of each member and, not surprisingly, sponsors the annual "HBAL Golf Outing", the "Associate's Table Top Night." Increased business contacts are an important benefit for Associate members. The monthly general membership meetings, social events, educational programs and committee work provide members with the opportunity to meet in an informal setting and discuss business. The Associates Advisory Committee is constant in its participation and dedication to the spirit and goals of the association.</p>
<p>BUILDING INDUSTRY CHARITABLE FOUNDATION</p>

<p>The conscience of the industry dictates that the association anticipate and act on the needs in the community that go unmet by government or other charities. The Social Responsibility Committee is charged with finding ways of helping needy individuals or worthwhile causes, either through direct participation or direct monetary contribution. This Committee also raises money through an annual Charity Golf Outing. The Committee has donated money and services through the HBAL over the years that have benefited organizations such as: Habitat For Humanity, YouthBuild, the Beacon House, Dream Factory of Louisville, Cabbage Patch Settlement House, ALS (Lou Gehrig’s Disease), and the Home of the Innocents. <p>CODES AND STANDARDS COMMITTEE</p>

<p>The Codes and Standards Committee meets monthly or bi-monthly with local building officials to discuss building, plumbing, electrical, fire, HVAC, code changes and revisions. Many potential problems from misinterpretation are alleviated before they occur by the hard work of this committee. <p>The HBAL continuously strives to increase the level of professionalism within the housing industry. By providing educational seminars and courses conducted by leading professionals in various housing-related industries, members are kept up to date on new technology, improved construction methods and changing demographics.</p>
<p>Through the work of the Education Committee the HBAL Education Department was created. The Education Department offers the members the educational courses and seminars year-round and has an ever-expanding curriculum. The HBAL is fortunate in that it offers courses to its members at an affordable price and a majority of the classes are held at the Home Building Center. Not only can members obtain credits but non-members as well. All of the courses that are approved for Jefferson County Code Enforcement Department Credit are open for non-members as well. <p>LAND DEVELOPMENT COMMITTEE</p>

<p>The Louisville metro area maintains an outstanding national reputation of providing beautifully designed developments at affordable prices, thus directly benefiting the whole community both aesthetically and economically. Safeguarding this reputation is the duty of the Land Development Committee, which meets regularly with government and utility leaders to discuss, evaluate and determine issues that could affect the housing industry's ability to provide the best product at the lowest cost. The committee has assisted in implementing:</p>
<p>1. Water service expansion by the Louisville Water Company.</p>
<p>2. Sediment Erosion Policy developed by the Committee and adopted by the Board of the HBAL.</p>
<p>3. Regular meetings with leaders of the Metropolitan Sewer District.</p>
<p>4. Meetings with Louisville Gas & Electric to set policy on temporary service, and other installation issues.</p>
<p>5. Regular meetings with the staff of the Jefferson County Planning Commission to determine policy regarding the Comprehensive Land Plan.</p>

<p>History of the HBAL</p>
<p>Soon after that meeting in 1946, they formally applied to National Association of Home Builders (NAHB) for charter. That charter was granted in the fall of 1946 under the name "Associated Home Builders of Louisville". The original charter application contained the names of eighteen members. </p>
<p>From that first meeting over 50 years ago, the organization has grown to be one of the fourth largest home builders' associations in the United States. The group, which changed its name to Home Builders Association of Louisville in 1962, includes more the 2,700 member companies, corporations and individuals involved in the greater housing industry. Its membership encompasses residential and light commercial construction, remodeling and home improvement in the Jefferson, Oldham, Bullitt, Shelby, Trimble, Henry and Spencer county areas. </p>
<p>Savings and loan institutions, mortgage and commercial banks, subcontractors, suppliers, manufacturers, development firms, real estate brokers and agents, engineers, architectural firms and other companies and individuals with industry related businesses comprise the associate membership of the HBAL. </p>
<p>As a professional trade association, the HBAL is dedicated to the principle that the American dream of homeownership is central to the community's spirit and well-being and that the ability to realize that dream must be preserved for all generations. To that end, the Association concerns itself with single family home construction, land development, and condominium and multi-family construction, remodeling and rehabilitation of existing property, sales and marketing of new homes, community projects, governmental affairs and related building and housing activities. </p>
<p>The Association also serves the public as a referral agency on behalf of the industry. The Association complies and publishes data on building permit activity, publishes several periodicals detailing how to choose a reputable builder or remodeler and on a daily basis, the association's staff directly advises the public about membership status of companies or individuals. The HBAL also makes use of all media resources to convey their message, including radio, television, newspaper and magazine advertising to encourage the home buying public to do business with a member. </p>
<p>The Association is much more than a beautiful building, a talented staff, or a dedicated membership. It is an integral part of the community it serves. In its continuing effort to promote its principals and ideals, the Association is involved in many programs, activities and services that benefit not only its own members, but the citizens of the entire Louisville metro area. </p>

<p>A Registered Builder is not simply a title that can be purchased and displayed on company vehicles and advertising. A Registered Builder is a professional designation granted to a builder who meets specific requirements. In order to become a Registered Builder, an applicant must:<br />

Should you have a complaint that you cannot resolve with your builder, the Home Builders Association of Louisville will provide two of its Registered Builder Committee members to act as conciliators. They will meet with you and the builder at your home and attempt to help the two of you to reach a mutually agreeable resolution of the problem. If the conciliators are unsuccessful, either the homeowner or the builder may elect at their expense, to arbitrate their dispute with an independent arbitration service mutually acceptable to them. <p><strong>What is a Registered Remodelor?</strong></p>
<p>A Registered Remodelor is not simply a title that can be purchased and displayed on company vehicles and advertising. A Registered Remodelor is a professional designation granted to a builder who meets specific requirements. In order to become a Registered Remodelor, an applicant must: <br />

• Have experience in the home or commercial construction profession for a specified period of time<br />
• Have demonstrated financial and on-site responsibilities <br />
• Be a full-time professional who derives his or her principal income from remodeling activities <br />
• Submit the names of previous customers as references <br />
• Have Registered Builder or Registered Remodelor sponsors with personal knowledge of the applicants construction activity and business integrity<br />
• Must have acceptable credit history <br />
• Appear before a committee of Registered Builders for a personal interview <br />
• Must agree to take part in continuing education<br />
• Must agree to abide by the Code of Ethics of the Home Builders Association of Louisville <br />
• Must agree to a conciliation process and/or binding arbitration in the event of an unresolved complaint from a customer</p>

Should you have a complaint that you cannot resolve with your remodeler, the Home Builders Association of Louisville will provide two of its Registered Builder Committee members to act as conciliators. They will meet with you and the remodeler at your home and attempt to help the two of you to reach a mutually agreeable resolution of the problem. If the conciliators are unsuccessful, either the homeowner or the remodeler may elect at their expense, to arbitrate their dispute with an independent arbitration service mutually acceptable to them. One of the most important ways that builders demon­strate their concern for the community and its residents is by constructing high quality, well-designed homes. Sometimes associations that sponsor a Parade of Homes charge admission fees and then donate the proceeds to charity. Let me say this right upfront. As a long-term investment, homeownership is STILL one of the best investments for individual households.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">“Why” you may ask? After all, the headlines say the housing market is down and out, with defaults rising at an alarming rate, and mortgage markets so frozen that buyers can’t get a home loan at any price.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">What buyers need to realize is that housing markets, like all markets, inevitably have their ups and downs. And homeownership has a track record that is virtually unmatched by any other purchase in terms of its real benefits.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">Despite the turmoil in mortgage lending, if you have good credit, a job and steady income, you will find there is still plenty of mortgage credit to be had at good rates. For well qualified buyers, rates are running at about six-and-a-half percent, which is a very good range on a historic basis.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">Another thing to keep in mind is that there are a lot of homes for sale, more than there have been in a very long time. That means you have a great selection from which to choose and should have no problem finding exactly what you’re looking for — and, you’re in very good position to negotiate a good deal.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">Once again, it’s important to understand that the long-term fundamentals for housing remain positive. Look at anticipated population and household growth; consider the increasing scarcity of available land in metro markets where jobs are located and where people want to live. Over time, these factors will help drive up the value of housing.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">One more thing to consider: To make the argument that prices will keep going down, you have to believe that the cost of building a home is going to go down. That won’t happen. Land, material and labor costs will only keep getting higher. So the price of new homes will increase overall, and the price of existing homes, due to market competitiveness, will go up as well.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">A home should first and foremost be a place in which to live and raise your family. Too many people in the recent past got carried away with the idea of making a quick buck by purchasing a home or condo and then reselling it right away at a profit. Those days are long gone.</div>

<div style="margin: 0in 0in 0pt; line-height: 150%;">The bottom line is this: if you are looking for a place to live and for a solid <em>long-term</em> investment, now is a good time to buy a home.</div>
